​Council members will be expected to:

  • Attend and participate in no less than 66​​​% general council sessions. (Failure to meet meeting expectations can result in removal from the Council);
  • Engage in robust discussions about youth-related issues with fellow members and community members;
  • Develop collective strategies to address youth-related issues.
  • Serve as liaisons to other affiliated youth organizations and peers in his/her communities;
  • Participate in the Maryland Legislative Session, including providing testimony, tracking bills, and meeting with legislators;
  • Develop leadership and advocacy skills;
  • Build life-long connections with other Maryland youth; 
  • Gain a once in a life-time experience filled with fun!

How to Apply​​

Potential council members must be 14-22 years of age on September 1, 2026​ of their first year of service. All members must serve a two year term (September 1 until August 31) and cannot serve more than two years.

This Notice of Funding Opportunity (NOFO) for the FY2027 ENOUGH Grant Program Continuation Awards includes qualifying progress requirements and application guidance for existing grantees awarded funds in the FY2026 grant cycle.   

Maryland’s FY2027 budget provides the Governor’s Office for Children (GOC) with $30 million for the ENOUGH grant program and $2 million for ENOUGH Local Management Board Capacity Building grants. The GOC will also release a Partnership Development Notice of Funding Opportunity for new communities who wish to apply to join the ENOUGH Grant Program.

Current grantees may submit only one (1) application in this competition cycle. 

All awards made under this NOFO will have a project period of 10/1/2026 - 9/30/2027 (12 months). There are three types of funding available under this NOFO, though funding amounts will differ based on the current phase of the ENOUGH grantee.

This Notice of Funding Opportunity (NOFO) for FY2027 ENOUGH Partnership Development Grants includes qualifying criteria, program requirements and application guidance for new communities to join Maryland’s ENOUGH Initiative. Applicants must propose to serve an eligible community not currently served by an ENOUGH grantee and identify a local Community Quarterback (lead applicant) organization to manage grant activities across partners. 

All awards made under this NOFO will have a project period of 10/1/2026 - 9/30/2027 (12 months). 

Launched and administered by the Governor’s Office for Children, Maryland’s ENOUGH Initiative aims to reduce the number of children living in poverty through community-led, government-supported solutions. The initiative addresses the root causes of poverty in specific neighborhoods that have been historically left behind and impacted by barriers to economic mobility. Driven by data, residents’ lived experiences and cross-sector collaboration, this grant initiative supports community-led organizations across every region of Maryland to establish a partnership collaborative to improve access to quality healthcare, good schools, good jobs, and safe neighborhoods to decrease number of children living in poverty in communities with high concentrations of poverty.
